Housing Accelerator Action Team

 

Working for Housing Equity in the Corridor

Residents in the Purple Line Corridor experience higher rates of cost burden and faster increases in housing costs than the region at large. The PLCC's Housing Accelerator Action Team is working to ensure there is no net loss of affordable housing in the Purple Line corridor, and that 17,000 affordable units along the line are created or preserved.

The HAAT's approach is comprehensive and corridor-wide. PLCC partners are:

→   Building and redeveloping affordable housing units

→   Advocating for regulatory changes to facilitate new housing construction

→   Working to strengthen tenant protections

→   Conducting research to measure our results and hold ourselves accountable

Housing Action Plan

The HAAT's Housing Action Plan, released in December 2019, sets an ambitious agenda for PLCC partners in ensuring housing choice for all residents of the corridor. The plan’s 12 recommendations were built on input from counties’ staff and elected leaders, community organizations, developers, and civic and faith-based organizations. The results from a housing survey of 600 residents, and recent county plans, policies, and zoning updates also informed the Housing Action Plan recommendations.

The strategies in the plan are grouped into three categories:

→   Increase the supply of affordable housing

→   Establish and improve coordination between organizations and jurisdictions

→   Improve PLCC's advocacy, research, and monitoring of housing trends

Capital Tools

Loans are available for predevelopment, acquisition, construction, bridge, and energy efficiency financing for the following asset types along the Purple Line Corridor:

→   Affordable housing

→   Community facilities for education, food access and health care

With investments from JPMorgan Chase, Kaiser Permanente, and Sandy Spring Bank, flexible financing is available through two Community Development Financial Institutions: NHT and Enterprise Community Loan Fund.
